Terms of service.

These Terms of Service ("Terms") govern use of www.navcor.co, access to NAVCOR Observer™ (the "Platform"), and participation in NAVCOR's operational SMS notification program — each operated by NAVCOR Logistics, LLC ("NAVCOR"). By using the website, accessing the Platform, or receiving SMS alerts from NAVCOR, you agree to these Terms.

1. The website

The content of www.navcor.co is provided for general information about NAVCOR's services. It does not constitute an offer, a service commitment, or professional advice for any specific shipment or program; engagements are governed by their own written agreements. NAVCOR, the NAVCOR logo, and NAVCOR Observer™ are trademarks of NAVCOR Logistics, LLC. You may not scrape, reproduce, or republish site content beyond fair use without written permission.

2. Platform access

Access to NAVCOR Observer is restricted to:

• NAVCOR program office personnel;
• staff of subcontracted observation and survey firms working on NAVCOR programs;
• authorized government users on covered programs; and
• authorized carrier and freight-forwarder representatives, for the cargo bookings they are assigned to.

There is no public sign-up; accounts are provisioned by NAVCOR's program office. If you hold an account, you agree to use the Platform solely to perform your duties under the applicable agreement, to keep your credentials to yourself, to not export or transmit operational data outside the Platform except as the underlying contract requires, and to promptly report any suspected security incident, lost device, or unauthorized access to info@navcor.co.

3. SMS notification program

Program. NAVCOR Operational Alerts — operational SMS notifications supporting NAVCOR's cargo observation programs.

What we send. Milestone notifications for cargo observation work — assignment dispatch, form submission and approval transitions, certificate release, and similar operational events — to NAVCOR program staff, subcontractor firm managers and observers, and authorized carrier or forwarder representatives. Every message identifies NAVCOR as the sender.

Opt-in. This is a closed-roster program. Recipients are added individually by an authorized NAVCOR administrator after the recipient consents during onboarding, and can manage their own subscriptions in the Platform's settings. There is no public sign-up. Phone numbers are never purchased, scraped, or imported from third-party lists.

Message frequency. Typically 3–5 messages per week per recipient, varying with the operational activity the recipient is associated with. The program is intentionally low-volume.

Message and data rates may apply. Standard message and data rates from your wireless carrier may apply. NAVCOR does not charge for the messages themselves.

Quiet hours. Routine operational messages are not sent between 9:00 PM and 8:00 AM in the recipient's local time zone. Urgent operational exceptions are flagged and logged.

Carriers. Messages are delivered via Twilio. Delivery to specific wireless carriers is subject to those carriers' policies and capabilities. NAVCOR and the wireless carriers are not liable for delayed or undelivered messages caused by carrier-side filtering, network conditions, or device configuration.

Privacy. Our handling of phone numbers and SMS consent data is described in our Privacy Policy. No mobile information will be shared with third parties or affiliates for marketing or promotional purposes.

4. Acceptable use

You agree not to misuse the website or the Platform — including attempting unauthorized access, probing or scanning for vulnerabilities, interfering with service operation, or using either to violate applicable law or the rights of others.

5. Disclaimers & limitation of liability

The website and the Platform are provided on an "as is" and "as available" basis. NAVCOR makes commercially reasonable efforts to maintain availability but does not guarantee uninterrupted service. To the maximum extent permitted by law, NAVCOR disclaims all implied warranties and shall not be liable for indirect, incidental, or consequential damages arising from use of the website or the Platform. Nothing in these Terms limits obligations NAVCOR owes under a signed services agreement.

6. Governing law

These Terms are governed by the laws of the Commonwealth of Virginia, without regard to its conflict-of-laws rules.

7. Changes to these Terms

We may update these Terms from time to time. The effective date at the top reflects the current version. Material changes affecting Platform users will be communicated to active users before they take effect; continued use after the effective date constitutes acceptance.
