McLean, VA — December 15, 2025. NAVCOR Logistics, LLC has been awarded an indefinite-delivery contract by USDA's Agricultural Marketing Service (AMS) to provide Vessel Loading & Unloading Observation (VLUO) services for U.S. agricultural commodity programs.

Under the contract, NAVCOR observers will provide berth-side observation of commodity loading at U.S. ports and discharge and delivery surveys at international ports of discharge — counting and classifying damaged units, logging daily tonnage, documenting recouping and salvage, and issuing loading certificates and survey reports on the official USDA form families.

The award was made through full and open competition, with a period of performance running through 2030.
